We are actively seeking a talented Head of State Government Relations to join our Government Relations team in Washington D.C., Newport Beach, CA, Omaha NE or remote.

As the Head of State Government Relations, you will play a key role in Pacific Life's growth and long-term success by directing the State Government Relations program for Pacific Life and its subsidiaries. This individual will develop and execute advocacy strategies, coordinate and develop policy positions with Pacific Life divisions, and provide information and analysis to internal stakeholders. They will engage with regulators, elected officials, and industry associations, and provide information and analysis to internal stakeholders. This role represents Pacific Life to further its public policy goals in state policy forums. This position reports to the Vice President, Head of Global Government & Policy Affairs.


How you will make an impact:

  • Actively participate in trade associations, insurance coalitions, and NAIC activities in support of the company's legislative and regulatory goals. Represent the company at NAIC and trade association conferences and meetings. Advocate for the company's position in each of these forums.
  • Develop relationships with key elected or appointed officials and their staffs who may have an impact on legislation or regulation affecting Pacific Life, with particular emphasis on Nebraska and California. Educate these officials about the company and its priorities and advocate on behalf of the company.
  • Policy Development. Collaborate with internal business partners to develop public policy positions. Establish good processes to surface emerging issues and bring together expertise and viewpoints from different stakeholders.
  • Direct and recommend company contributions to state or local candidates, coalitions, and political organizations. Work with the compliance team to ensure timely and accurate filing of required state contribution reports. Attend fundraising events representing the company.

The experience you will bring:

  • Strong writing, communication, public speaking, and interpersonal skills
  • 8-10 years of experience in the financial services industry, government service, or in government relations and advocacy (lobbying)
  • Ability to operate effectively and determine a path forward in the face of complexity and uncertainty.
  • Strategic mindset. Ability to understand impacts and outcomes and course correct in response.
  • Strong team mindset and ability to collaborate and communicate with broader teams and coalitions.
  • Law or other advanced degree preferred but not required.

Level of position will be based on experience and qualifications.

Base Pay Range:

The base pay range noted represents the company's good faith minimum and maximum range for this role at the time of posting. The actual compensation offered to a candidate will be dependent upon several factors, including but not limited to experience, qualifications and geographic location. Also, most employees are eligible for additional incentive pay.

$214,020.00 - $261,580.00
