Job Description
The Position

Incumbent works under the direction of the Douglas County Engineer or designee, performing unskilled and limited semi-skilled tasks of a physically demanding nature.

Essential Functions

  • Assist in planting, cutting and trimming of grass, brush and trees.
  • Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
  • Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
  • Clean and rake grounds, operate tree chipper and chain saw.
  • Perform traffic control on worksites (e.g. placing barricades, flagging traffic, directing traffic).
  • Sweep and pick-up refuse on roadways and ditches.
  • Paint road lines, curbs, and other road markings.
  • Clean inlets and operate sewer-cleaning equipment.
  • Load/unload materials, shovel snow, and perform heavy labor activities (e.g. mix and pour mortar/concrete, operate power equipment).
  • Utilize and comply with safety requirements and instructions and personal protective equipment.
  • Install culverts, repair bridges, dig and backfill ditches; erect, repair and clean road signs.
  • Assist in operation of tow truck and operate trucks, tractors and other motorized equipment.
  • Dig holes and cracks in asphalt, repairing using oils, filling, and tamping.
  • Assist in laying and caulking sewers.
  • Perform fine grading using hand tools (e.g. rakes, shovels).
  • Operate all County vehicles under 26,000 Gross Vehicle Weight in a safe manner in compliance with all traffic regulations and safety guidelines.
  • Report to work with regular, consistent attendance.
  • Perform other duties as assigned and directed.
Education and Work Experience and Other Requirements

  • High school graduation or equivalent required.
  • Three (3) months of laborer experience required.*
  • Valid driver's license upon hire and throughout employment required.
  • Completion of a pre-employment criminal record check and conditional offer drug screen required.
  • *Equivalent combination of work experience and education may be substituted for requirements on a year-for-year basis.
Physical Requirements & Working Conditions

  • The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.   • Work is generally performed outdoors for extended periods with constant exposure to weather conditions (e.g. inclement weather, high humidity). Noise level is usually loud. Work hours are typically standard day-shift hours; however, schedule may vary (e.g. days, shifts, overtime/extra hours, weekends, holidays, emergency call-in). Work involves frequent exposure to vibrations, mechanical hazards, fumes, dust, occasionally to chemicals, poor ventilation, electrical hazards, and potential exposure to biohazards, offensive odors and animal carcasses. Occasionally, work may be performed in tight or confined spaces, on inclines, at heights above and depths below ground, and around high traffic areas
  • Work requires some physical activity, including frequent standing, walking, bending, grasping and carrying, occasional sitting, climbing stairs, balancing, kneeling, crouching, squatting, crawling, pulling, and pushing. Incumbents must have the ability to climb in and out of vehicles, maneuver over rough terrain and crawl into culverts and storm drains. Work also requires the ability to frequently lift and/or carry objects weighing up to 50 pounds and occasionally up to 100 pounds.
  • Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance and color vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbents must possess the hand-eye coordination and manual dexterity necessary to operate equipment and vehicles.
