Overview

HJF is seeking a Program Manager I who will oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives.

This position will be in support of the Department of Pediatrics

Note: This position requires U.S. Citizenship.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing, and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

    Serve as main point of contact and liaison between internal and external stakeholders (i.e., Principal Investigators, Program Sponsors, organizational leadership, and project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.

  • Manage key program elements and tasks related to cooperative agreements, cooperative research, and development agreements, subawards, and subcontracts, including but not limited to the goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results.

  • Identify project interdependencies, aligning resources and efforts where appropriate.

  • Coordinate and manage the pre-award proposal and post-proposal award phases for intramural and extramural funded grants.

  • Supervise, advise, and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.

  • Support and participate in planning, creation and submission of proposals and agreements as requested.

Qualifications

Required Knowledge, Skills, and Abilities

  • General awareness of federal budget processes and fundamental principles of project management, including scheduling, supervisory responsibilities, hiring and human resources requirements.
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Able to task organize and prioritize work for several research primary investigators.
  • Prior experiences in the life sciences strongly preferred, specifically clinical research.
  • US Citizenship and the ability to obtain and maintain a T3/Secret Clearance.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Physical Capabilities

  • Lifting: Requires lifting materials up to 10 lbs.

Work Environment

  • This position will take place primarily in an office setting.

Education and Experience

  • Bachelor's degree required, Master's degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 3-5 years of experience required.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.
